To be honest quite some of these varieties are "extremely rare" but the difference is insignificant. You could have many this over that but an O over C is not the same as FID DEE or an M over W, even if their populations are similar. 

Bit like dealers calling their graded coins R7 whereas it's just a common type at a higher grade...

But you earlier stated you could see a difference, there is no difference an O over a C would mean a closed loop none of them have that even in “negative”

Ahh you must mean closed C in VICT-. It's actually the O in -TORIA that has a bit sticking out on the top right.

What you expected as "closed loop" that'll be a "C over an O"

No you’ve totally got that wrong.

it’s O over C

the C in Victoria is supposed to have an O over C it’s nothing to do with the O in Victoria

Forget the ‘C’ in Victoria - it’s all about the ‘O’ .The description of ‘O over C’ is misleading, Initially a ‘C’ has been accidentally been stamped where the ‘O’ should go. Thus an ‘O’ has been stamped over the top to rectify that, leaving the  small knobbly bit which belongs to the ‘C’ underneath. Simple really!! 😁

Your coin has no bulge on the letter 'O' others have now highlighted this.

I had only seen a picture of the front prior to delivery but had checked the PCGS entry so had already spotted the die clash, so when it turned up and had both a clashed die error and medallic die alignment I was super excited.  Turns out it is one of only 5 or 6 known examples, it is in Marsh as an R3 (~59B) but research suggests it is even rarer.
