As James said, deep proof like, usually an early strike from a new die on a bullion finish coin.  You also get PL which is just proof like. 
Because the die is new and polished the fields tend to be more mirrored than later strikes and the detail more sharp, really reflective, or mirrored surfaces can get DPL, those less so PL.
Quite desirable on bullion coins, especially older ones

Yes, shiny field due to early strikes on a newish die like @Orpster mentioned. 

If planning to hold for 5-10 years I think it's actually an OK price for a 70. Considering the proof is holding around £800 or slightly less.

Ive seen these higher and several sell on FeeBay in the past year, so this is this months purchase Ive taken the plunge with x4 for £1,900 🤢😮🤮 - hopefully good picks for the long term retirement stack - perfect grade, last year of reign, platinum jubilee, variant design, DPL designation
