Well after impulse buying 8 soverigns last week and agreeing a deal with @Spanishsilver for the last 3 1oz golds I need for my queens beast collection my horrendously depleted bank account welcomes this news! They can kick this release back as far as they like, I don't need to be fighting my cat for a share of his food so I can afford it.

With modern coins, especially "agency issues", you should perhaps not think too much and buy what you like. I am pretty sure that the Cook Islands do not have an air force, or that there is not a single black panther on Palau. And yet the Fighter Pilot / Cook Islands and the Black Panther / Palau are among my absolute favourite coins.
But now that I think about it... Maybe I should melt them down and make a bar out of them...🥶

I would say VF grade, it’s a nice weight and a full round flan although, some weakness to the King’s face, but corresponding weakness can be seen to the shield of the Reverse, indicative of a striking weakness rather than wear?

I am pretty sure that the Cook Islands do not have an air force, or that there is not a single black panther on Palau. And yet the Fighter Pilot / Cook Islands and the Black Panther / Palau are among my absolute favourite coins.

Keeping invoices and records would always be sensible for a number of reasons.
I doubt anyone wold need to keep such an extremely detailed record as you suggest, but it would be unlikely to cause any harm.
I doubt that authorities could or would seek to confiscate the gold or the proceeds unless there was other good reason to suspect it had been acquired illegally.
I know that quite a few people who "stack" can be a little paranoid about some things, including the government, taxmen, or more. I think most of it is overdone.

What is odd about this coin is the very tenuous connection between Samoa and the UK. In fact Samoa was once a German colony! A joint UK/New Zealand administration led to it becoming an independent state 60 years ago. What is suspicious is using an old image of the Queen by IRB on the obverse. The European Mint says it was minted in the U.S. - an assumption perhaps, because it looks dramatically similar to the latest U.S. 'Eagle' version, plus using the Queen's image, to make it more legitimate? I smell the Chinese year of the rat! Still a great design though......

You propably right with the Shanghai Mint. Don't know, if the Trade Dollar restrikes are coming from them too. I don't know why the distributors are always so secretive and don't give any information about the mint of their "exclusive" coins.
