2500 is correct on the 1/4 ounce proof.

The guy said that in reference to silver graded half dollars from 1964 and 1963 that developed spotting while in the holder.
You should always buy the coin and not the label
the coins grade and the coins eye appeal could sometimes be quite different.

There are still only five in the world - you may have to buy a few raw and take the chance with grading them yourself. I just sent in to ngc my 10 oz beast -I'm looking to get an ms70 on that one.
