As a longtime purchaser of Silver Eagles who knows many other U.S. stacker/collectors, the order of preference generally seems to boil down to:
1996 > 1986 > any other Type 1 date (older occasionally = more desirable) > Type 2.  
This is only for standard bullion coins in identical condition and does not include proof/ reverse proof/ any other special versions.

Here's a little quick fun question:

If you were given the chance to pick 20 silver eagles (one full tube), would you pick them while paying attention to mintage year?

If yes, then which year(s) would you try to pick?

I think the years where spot price and premiums are cheap compared to when they are not makes a difference and this can appy to more coins than just the US Silver Eagles, for example a 2015 Eagle was from a time of low spot and low premiums where last years had higher spot and ridiculous premiums at times so if I was offered a tube of either at the same price I would take the 2022.

Some people collect date runs so lower mintage years would be of interest to them...but that isn't really of any interest to me.  I think most date specific coins are bought for birth years.  Milestone years seem to be priced higher, but obviously they'll change every year.  (For example, this year - 18 = 2005, 21 = 2002, 30 = 1993, 50 = 1973)
Then there are major events...  Maybe 1989 would be seen as an iconic year in Germany with the fall of the Berlin wall for example?

If you were talking gold Eagles it would be the Roman numeral years. Just something different 🌞

For example, I noticed that the years 1994, 1996 and 1997 in particular are usually years that people are willing to pay more.

Just wanted to know if this is something that you guys have also experienced in the past.

Which years?  

Dates don’t matter too much on Bullion coins.  There are several websites that post mintages, so smaller might be better.  Mostly it relates to spot prices.

When I sold my silver off through feeBay 2+ years back I was surprised folk were happy to pay more for specific years, I had multiple date runs and tubes
Started them all high £50oz then just dropped them a quid every few weeks 
All sold eventually
wouldn't sell them like that here, but some folk do spend good money at times on feeBay just can't set your watch by it to pay the rent
