it looks like a piece of fluff in the packaging

The 2015 Gold Panda should be 1oz  ie. 31.1 grams and the only year where the weight is not imprinted on the coins.

From 2016, the Chinese Mint adopted the metric system of 30 grams and replaced troy ounces.
