places such as bullionbypost they need to pay for expense such as  rent, business rates and wages and if you use card to pay there are around 2% fess on top  , so they will need to sell for higher price , quality wise i think forum is better because you can ask for the specific coin condition but the downside is you do not get the protection

Looking at the profile in hindsight the red flags were that they never interacted on the forum apart from sales listings and they only ever sold things and never bought anything.

Maybe there needs to be some restrictions on how low feedback members can sell items, maybe provide proof of address or photo of DL or passport to admins before sales listings are approved.
