Someone wanted it badly today, £13,000 + 18% BP & vat for a bullion sovereign

I got confused by the 180% rule mentioned by HMRC:

Investment gold coins (VAT Notice 701/21A) - GOV.UK (www.gov.uk)

But the sovereign gets exemption under 2.1b, I think
