Sorry, dont agree with that. There are obviously different 999 grades of blanks otherwise Perth and Mexico would have same issue with Kooks and Libertads etc which do not seem to exhibit this issue as others have already pointed out. 

I am worried enough about buying one proof coin (especially silver) from the Mint, let alone a set of ten, that takes a brave man or woman indeed imo. This 100% absolutely should not be the case but alas many of us know the Mint too well by now
The ridiculous thing is they sometimes get it SO right. For example I've never had a problem with proof Sovs. I believe it's different departments or 'teams' at fault (perhaps QC only) but that may be another topic.
The really worrying thing on these is the milk spots. That points to a bad batch of blanks (not necessarily for all 300, but there's a fair chance). I'd be nervous about holding a set of these, much less exposing them to greater risk by getting them graded. Milk spots happen, but on quality coins should be very few and far between. I've only ever had one bullion Kook milk on me out of hundreds, for example, and I was shocked to see it, such is Perth's quality. Worse was a proof Libertad in a set, but that was years after production. These should not be turning up milked, or milking after days.

An absolute brilliant find, the debris won't make a difference to the grade, however the damage  that it has caused will,
most of that looks like plastic which has been grated off by the toothed edge, if there is any sharper tooth edges they peel off little bits of the coin capsule.
These then can scratch the surface if not removed from the capsule ,however posting it "as is" increases the risk of damage.
you could buy a camera bulb blower to remove the debris first, which however would risk more damage when removing the coin from the capsule (the frosted rims are easily marked by edge of a capsule),once detritus has been removed, send it for conservation which will sort any other issues to the surfaces, however not the marks.
The holder will keep it good until you want to sell,then  put it back into it's raw state when you sell or keep in the NGC Tomb. I have seen some PF70 with more damage than a PF69,
like this one 6057258-001 PF70, so you do have real good chance on a really good grade. 
This is by far one of the better finds I have seen anyone getting for awhile, so what ever you decide hope it works out  well for you.

Well at least the Coin actually arrived....
However, its the Wintertime Snowflake version.
Unsurprisingly, it looks like it been returned previously and RM just put it back out again as was. Box is dated March.
Hard to determine what the “snow” is. It could be fluff or its looks more like plastic swarf, plus a couple of hairs in there too 😳.
The capsule is a twist lock and surprise surprise it wasnt locked on and the top just lifted off as I opened the box.
Not surprised, but really disappointed that RM just sent it back out again, which is pretty poor as no attempt at quality control (other than reduced price, also unstated why on web add) to rectify the original issue. Probably should’ve been rejected after being returned. 
 
It is a beautiful coin and having now seen it, would certainly wish to have one in proper condition.

If you got it at the RRP price, that's fine, even consider yourself very lucky to have spotted this one. Now, you can send it for conservation and grading and you could be nicely surprised...

Was thinking similar thing, as just about how it came about to be in my possession makes it worth it.

Thanks. Even stranger, I only stumbled on it trying to find the QB’s page 😳

Here is an example of a reverse proof Libertad, very elegant and highly sought after, and way more expensive than the "standard" (and beautiful) Proof. And the most expensive RP Libertad are the smaller sizes (ok it's 1oz, better than 1/4oz I concede it).
Let's see what these tiny RP QB will bring us, but maybe we could be nicely surprised (I hope  ). If this is a hit, 1250 mintage could be low and prices could take off...why not. It reminds me all these discassions about Una and the Lion and how it could be stupid to buy such coins with these ridiculous high premiums  😄.. thanks to me, I took (only) 4 of them  )  
Meanwhile, I take the bet, these tiny little RP (and unique reverse proofI could be lovely...I don't think I have a lot to lose,if this is a flop
