I hope this is a case of buying the coin, and not the slab.  That isn't Mint State anything, and I would be fairly urgently calling PCGS for additional verification that you haven't just bought a fake slab.
That coin would struggle to reach XF40 on the obverse.
Seriously, I don't mean to be dismissive, but you need to call PCGS and make urgent enquiries.
 
Below is a true MS65 Obverse... the difference is vast.  Compare with the XF40...
 

An 1884-CC $20 Double Eagle; I think it's a good candidate for NCS conservation and will be sending it across to them for a 'touch-up', and subsequent grading from NGC.  The red spot at the top of the coin is either a very dark copper spot, or blood. 
I'm not too sure on grade, but I think it might be able to achieve AU53-55.

They have some bloody cheek with their 'proof' coins.  Cowboys, unfortunately.

Not a case of receiving a nice coin, but I had brilliant customer service from HGM today - acknowledged a minor problem with an order and fixed it without any fuss.  Hard to beat, especially if you like the pot-luck of buying coins blind :P

Was it a business, or a private seller?  Difficult if it's a private seller, as the coin is graded and therefore is 'as sold', and presumably sold as seen.  The seller will argue that the coin is still PR69, and that nothing has changed with it since grading.
 
If it's a business seller, you have 14 days so it shouldn't be a problem.

Today I received two 2017 Premium Gold Proof Sovereign sets. I'm hoping to flip one quickly to bring down my net cost for my 'keeper'.

A couple of small gold Pandas - 1996 and 1997 5Y.
Some red spotting on both, but I've read that red spots don't tend to affect grading?  Either way, both in OMP and off to NGC for a fingers-crossed moment.
 
Also a very rare platinum panda which shall remain under wraps for now.

Decided to make my gold:silver ratio a bit more sensible, or even existant - went for an 1895 and 1897 half sovereign.  I think I paid a pretty fair amount for them - about a fiver more per coin for the older date?

Maybe not too helpful, but I think the really basic look is actually very effective.
