So I did some tests, after raiding the local stores and Amazon.

My methodology was simple.  Try each chemical on a spare old sovereign capsule that I didn't mind melting.  I put some liquid on a paper towel, wiped it onto the capsule, allowed it to soak in for about 30 seconds, then wiped it and cleaned it off.  Once convinced it was safe, I used it on some recently received capsules that had been sticky taped.  I had several, so plenty of test subjects.

5. In last place was soapy water.  This just didn't cut it at all, and acted as a control for the experiment.

4. "Clean Spirit", a biodegradable alternative to white spirit.  It did get some of the glue off, but once I'd wiped it all off, most of the residue remained.

3. De.Solv.It propriety sticky remover.  Not bad, but didn't leave the capsule very clean, and took a fair bit of effort.  I acknowledge that the instructions suggested leaving it for much longer, but I wanted to find a quick and easy solution, and test consistently.

2. White Spirit.  Definitely removed the glue.  Not the most pleasant thing to work with, as it was a bit 'oily' and smells a lot, despite choosing a low odour version.  Still, I doubt you will go wrong with this.

1. Isopropyl Alcohol (99.9%).  This was the surprise star of the test.  Not only did it cut through the glue like a knife through butter, but it left the capsule looking spotlessly clean, removing any smears and fingerprints.  It was easy to work with, and evaporated quickly so very little clean-up required.  This is my choice.  Also cheap and easily available.

Disclaimer: Don't sue me if your capsules melt or catch fire or something.  This is what worked for me, with my capsules (mostly Lighthouse), and the particular sticky tape glue that I was trying to remove.  Your mileage may vary.
