Very roughly: Sender will fill out a form when dispatching abroad, the courier will ask them for the info (what the item is, value etc).

When arriving in the UK, the company that deliveries will send you a bill for 20% VAT + import duties (if applicable) + handling fee. Delivery is usually after payment in full, some couriers may deliver and then bill you afterwards (this has happened to me before) but expect delivery to take place only after cleared payment.
