We don't know what happens in 2021 - but it would be wise to assume Customs will impose VAT on the silver as it enters the UK.

Just a scenario I was thinking of is that say someone from the UK who owns a holiday home in the EU and purchased silver when the UK was a member of the EU, then decided to move their silver over to the UK after January 1st. Would they have to pay vat to get it home?

Absolutely !!
Just because you own a property overseas doesn't give you a tax free advantage for imports.
You will be able to argue a personal gift allowance but that's it.
You can always try your luck passing through customs carrying a few tubes of silver coins but can you walk the gauntlet without looking worried or raising suspicion ?
No more blue channel and the state needs every £ we can get to pay the growing debts.
Box and ship now otherwise you will be be subject to 20% VAT.
There might be a widow of opportunity since the whole Brexit thing is still a total mess and there might (???) be a grace period until the rules become fully established.
