proof. They are sealed in plastic from day they were bought and are high grades

1979 proofs didn't have certificates IIRC.

An old collector sealed them like that, he had special cases for his proofs

The originals from the mint first time did not. I few years ago The Royal Mint bought a few on the open market and reboxed in modern boxes with COA and charged buyers a large amount on top
