Depends what you mean by low premium, but @theman73 has a lot of silver at good prices.

If you're after gold, you might want to be a bit more specific - sovereigns, 1oz coins etc. 

The Sovereign is the quintessentially British coin.  It has a German queen on the front, an Italian waiter on the back, and half of them were made in Australia.

In that case here are a few starting points for folks who often sell fractional gold.

Have a chat to @Belmont, @CallumHSLimited, or possibly @shawy2510 as they will most likely have sovs or other fractional coins available.  I've bought sovereigns and other items from all of thse folks.

@SVcollector, @Auronum and @1stsovereign often have lots of sovs or other fractional gold so it might be worth talking to them to see what they have in at the moment.

A lot of folks are also flogging quarter sovs they picked up after the Royal Mint made a pricing error on their website, so you could see what folks want for those.  I suggest you take a look through the listings in the UK ungraded section.

Finally, if you don't mind bars, there are a lot of folks reselling 5g royal mint bars that were on special over christmas, often at premiums that are fairly modest by the standards of such things.  Again, take a look through the listings in UK ungraded.
