The most you can insure with Royal Mail International Tracked and Signed is £250.

As to VAT imports, it is dependant on each EU country but from my best guess (not formal advice) the receiver would be required to pay import charges. 

When you dispatch it you will need to fill out a export document and for values over £270 you will need to will need to fill out a CN23 form: https://www.royalmail.com/sites/default/files/CN23.pdf

From what i know the VAT on silver in the Netherlands is 21%. 
Since 1st July 2021 there have been a lot of changes in cross border VAT into and within the EU. You need to do a lot of checking.
Now i see on the Dutch website it says 

"Tax levied on imported goods
All goods including silver imported from outside the EU come under the Dutch governments sales tax law. However, as long as the goods are not traded, the 21% VAT tax will not be levied."

They wil examine all packages from the UK. So be ready for the importcharges plus tax. They charge me every time I import gold sovereigns and it takes ages to get my import tax refunded. In case of silver you have to pay importcharges and tax though. The dutch customs are relentless. Royal Mail wil hand over they package to dutch mail and they won't insure PM's. You can take the risk (I done that many times) But your best bet is to go with a courier imo. Read the fine print on their T&C's though many exclude PM's. I even was sent gold from abroad (within the EU) by a courier and on examining the package at customs they sent the package straight back to the sender and charging him for the cost because they wouldn't carry PM's.

Indeed, since Brexit shipping from UK to Europe (and vice versa) is ridiculous. But i always take the risk shipping without insurance and it never failed. I wouldn't recommend it though, that is just my personal choice.

Collector coins are subjected to 9% VAT (gold 0%) over here in The Netherlands, but you need to fill out the form correctly. The Royal Mint is not doing this, so I always have to pay 21% over there coins. But I can reclaim the extra 12% afterwards at PostNL(takes 4 months) . Auction houses always do a good job and I always pay 9% on there parcels.  The silver bars from BYB  are subject to 21%  VAT, but I always ask him to send them with the regular post(my risk). So most arrive on my doormat without the VAT.
