There may be exceptions, but the modern sets I generally see pictured all display the same side of the coins, which fits in nicely with those of us who confess to having some OCD. My set is lacking the blue ribbon though - unless it’s tucked away behind the inner backing of the box, which I doubt. I’m 1001 away from you, with COA 1742.   

I arranged my set that way!  If you are careful, unscrewing the capsules, and holding the coin by the edge, you can flip them anyway you like. I usually 'turn' at least one coin to show both obverse and reverse. Your choice. I also fitted the blue ribbon to hold the COA. Relax!

Thanks for that. It looks like a previous owner of my set (perhaps the dealers) rearranged the coins the same way as yours then. I don’t know which side was originally face up, but it would be a shame if you weren’t greeted by the magnificent Tudor rose design when you opened the box for the first time.

Frankly I’d rather take my chances removing a pin from a hand grenade than removing a proof coin from a capsule.

All U.K. proof sets, Sovereigns, Britannias and QBs are issued 'reverse' side up. That seems to be the norm. The 'obverse'  is often seen as the boring side with the Queens head! The 1989 sovereign was the exception, whereby both sides were designed by Bernard Sindall, instead of Maklouf.  Enjoy.

On the subject of 1989 Proof 1/2 Sovereigns, would it be worth re-grading my 1989 PF69 1/2 Sov in the hope to get a PF 70? How would I go about it?

It’s a horses for courses thing.  I used to like 1989 Sovs but personally, I would much much rather have a high “grade”Shield Sovereign or Type II Sydney Sovereign. 

I think the 1989’s are a solid buy, but I don’t buy graded coins, and see the real gems in Sovereign minted in the Victorian era or earlier.
