What are the chances this is a proof sovereign?

I'm dubious it is, despite it being extremely polished looking.

 

 

Numista states the only proof sovereigns in 1899 were made in Perth/Melbourne mints

The mintmark is an "S" for Sydney mint which did not mint any proof sovereigns in 1899.

So I have one in slightly better condition with the same reflectivity.  

Mine is not a proof but has some proof like features.  
 

I think yours is the same.

It doesn’t look polished, the term ideally you would want attributing to this coin would be “proof like fields” or something similar.  
 

not a proof, it has eye appeal even though it may have proof like fields it my not be given a PL attribution if graded.  There isn’t any 1899 S PL in the NGC population.

 

also try and hold nice coins by the rim between your thumb and index finger, saves getting finger prints on the fields. 
 

A low NGC population for this coin only 91 graded with a top pop of MS63.
