Numista states the only proof sovereigns in 1899 were made in Perth/Melbourne mints https://en.numista.com/catalogue/pieces4024.html https://en.numista.com/catalogue/pieces17317.html The mintmark is an "S" for Sydney mint which did not mint any proof sovereigns in 1899.

Local show pickup today, nice ruthenium plated silver Krugerrand. Looks almost black in person, the pictures don't do it justice.
