Sellers on flea bay have to factor in the charges.  On there the fees are normally based on the percentage of the final price. It was 10%  when I last sold on flea bay some 4 years. Then there's paypal charges and postage cost (if free postage). The seller's asking price of £28 might receive around £23 after fees.

I have seen Canadian 1oz Maples being sold here for £22 last month. Have a look at the sold listings.

With spot at £17 and factoring in VAT the base price anywhere is £20.40. After that there is a premium attached to all coins and the rest of the price will be made up dealer profit and sundries like insurance, storage, fees etc.

For me TSF is definitely the best place to buy and sell. Prices range from £22-£25 here depending on condition and amount purchased and I have recently sold at the lower amount.

As an investment you will need to make your own judgment and be aware that main dealers will only offer within a few percentage points of spot should you need to sell quickly. Selling here may take slightly longer but you should achieve better and you will own and enjoy the physical store of value.
