Do you declare at a post office, what the items are when you post this way overseas?

Ive sent, but more received with UPS and they very good. They also have their own clearing arrangement at UK customs so the handling is so much better. 

I know the following is of limited use as the wrong direction, but the parties involved are the same so id expect an equal type of service, but on import to the uk on the sort of weight you are talking about:

USPS / Royal Mail - $35 + £16 admin fee at customs and anything from 5-10weeks delivery. Not to mention the postal form that comes that you have to complete to declare as investment gold (vat free) and takes a week or two, once sent, to administer by RM. plus the hassle of incorrect VAT being applied with some frequency and the hassle of the claim that follows.

UPS (no partner) - circ $40, 4 days delivery. A phone call from UPS for VAT declaration, email minutes later, if returned the same day cleared within a day or two and delivered a day after that + an email from them to sender and receiver notifying progress through out. Never had any VAT problems other than when the senders paperwork was wrong.

on heavier (and possibly bulky) items UPS becomes expensive so a wait may be preferred over the extra cost.

I declare whatever the customer wants.

The problem with common sense is, its not that common.
