Rare silver feather identification required

I have acquired this quite lovely 8 inch silver feather and I am unsure of its maker.

It has a unique design and there is a partial face in it.

I am unable to identify the maker mark, but can see the stamp marks: 925, star 1261 or 1281, AR.

I think I'm right in thinking this is Italian. AR - Arezzo.

Could anyone shed any light on this item I have please.

I like that…very nicely made.

I’m wondering what it’s for…is there the possibility there’s a handle of some sort missing at the bottom where there appears to be a tang for one.

The number is 12 31, (12 for Mori Enrico fu Eugenio, 31 for Donati & Spina, both from Arezzo, Italy, second half of 20th century, after 1968).

I have seen before on another italian silver objects stamped the marks for two makers if it was a team work.

I did wonder if the numbers were for two or more makers.

I am unsure what it was used for or if there is anything that should accompany the feather.

I acquired it through an auction who had been given it from a deceased estate. 

It grabbed my attention, and now I am trying to find some information on it.

It has a part face at the bottom end (nose & mouth), but nothing more to it I'm afraid.
