Is this classified as a mint error?

I have a PF70 89 sovereign, it has an extra blob on the bottom right side, I’ve looked to find others like it, but it’s the only one I can find.

 

Would this count as a mint error of have a different official or technical name?

Welcome to the forum, and congratulations for having an ‘89 Sovereign PF 70!

However, you will need to be more specific as to the location of this ‘extra blob’  For that I’ve uploaded a sharper photo for reference. All I see at the moment are the normal ‘stops’ between the Latin. 
 

Also, a short introduction would be helpful for other TSF members ( goals, aims, etc) as this is your 1st post,

I think he/she is referring to the blob bottom right side of plinth, near the D

Hi apologies as the camera on my phone won’t pick it up that well because of the reflection on the cover.

spyder is right, it’s at the bottom right side not the left 🤦‍♂️
