My experience in PCGS slabs is not relevant, but both your coins look in pictures as should be, 100% legit for my eyes. The only Kennedy halves fakes I have seen were visually different and physically magnetic.

I think these two coins are genuine and were graded in different years, hence the difference in appearance of slabs and colours. The first slab look new and modern, the second one I think it is older.
