Is that milk spotted coin or fine coin?

Hello everyone. I just purchased silver lunar coin series 2 from Perth Mint 2008, Year of the Mouse. And i see on queens portrait some whitish shade which barely visible on direct angle, but with strong light and angle i can see it very good. Its not first coin i see with such problem. However from what i saw on pictures with milk spots it doesnt looks like milk spots. It looks more like patina but with whitish color. So i have question to experienced collectors. What is that? Is that defect and should it affect coin cost?

I have noticed that for some reason, the quality of that year's lunar coins is the lowest of the series. The half ounce especially hasn't kept well; strange surface and toning.

I have noticed that with other Perth Mint coins too. Mostly lunars series 2 so far. However once i saw 10 coins from one seller IRL and only one of them was fine. Not only lunars, but also kookaburras and koalas. All coins from Perth Mint and all had problem exactly on queens face. That time i though he had cleaned coins with chemical stuff and did that bad. However this one i bough from another seller. I have an offer to buy 1/2 year of the mouse for 56$, but seems it has similar problem, maybe even in worse state. So now i'm thinking it is worth that money or not.
