So they admit that every transaction receives a risk score. No mention of how the history/distribution of surrounding transactions affect this score.

None of this is incosistent with the T&Cs agreed with any of these banks

it is rediculous situtation where the custodian feels as the owner. 

That's why it is a good idea to have assets outside the banking system.
