There are some familiar names there, which I won't name.

The Swiss Governement and Swiss banks have appeared before now in many documentaries about dirty money, gold, etc, including Nazi gold.

It is illuminating that with political pressure to be cleaner and more transparent, a large proportion of the world gold refining and processing industry has shifted to Dubai.

Dubai promotes itself as a luxury holiday destination, but is also known for its poor record on human rights. 

In Switzerland, banking secrecy violations might result in criminal legal proceedings, but I wonder how whistleblowers would fare in Dubai?
