Are Somalian Elephants legitimate currency?

Are Somalian Elephants legitimate currency?  I noticed the COAs in sets are Signed by a Dr abdullahi addou who hasn't been the bank governor since 1991 as far as I can tell.

Since 2014 Bashir Isse has been governor so shouldn't his signature be on any COA?

From what I've read in the past I would say no.

I haven't seen the Suriname coins for a while either which were also questionable in the currency/fantasy round debate.

I wouldn't have thought so. 

It's probably legal at best but would you go to the country to find out?

I recall almost deploying there a few years ago, and know people that actually did. There doesn't seem to be any shortage of pirates there, even today. I love the design of the elephants, but I doubt that I'll ever be there shopping with any of them lol
