Did anyone have any advice on how to pitch an offer to buy these hallmarked items around scrap prices, knowing that the blades are typically made out of stainless steel but the weight in gms is quoted for the entire piece?

Don't ever buy silver knives. The handles are often filled and the blades could be anything.

I never buy knives, (or candlesticks). Stick to hallmarked trays, dishes, spoons and forks. You know these will always be 100% silver.
