I would call that an ugly blemish, but I would never think that coin should go up in value or be labeled as a collectible mint error.  Of course this is just my opinion and I am in no way knowledgeable about grading or mint errors.  If I had received that coin from the mint, I would have returned it.

my first thought as well but then it grew on me and started looking like a bleeding eagle. thank you for your feedback, always refreshing hearing different opinions.

I was going to return it, but then I started thinking how this is probably the only one like it. I’ve watched the minting process almost 100 times trying to figure out how on earth something like this could go overlooked. And it drove me crazy that NGC called it a minor mint error after they graded a minor mint error for me, (pics included of the other error.
