But it's a risk. It's been stamped 999 S  with his mark and has the weight on each piece. 

That's good enough for me as it was not poured in the UK.   If I did that I will need my own mark etc. 

You would only have to hallmark things if you wanted to sell them in the future. If you wanted to just silver pour as a hobby you dont need to hallmark at all. 

And even then as discussed above you only need to hallmark items that don't fall into the category of bars, sheets etc and "bullion" whatever that constitutes!

The Act also covers those who buy un-hallmarked silver above the minimum weight and then sell it in the future, meaning those who have purchased an item are not able to legally sell the bars as silver (unless they pay to have them hallmarked before they move them on).

We discussed the issue of hallmarking in detail when BYB first decided to hallmark his product. We see lots of silver bars made and sold in the UK as silver which are not hallmarked. Bullion does not have to be hallmarked. It is exempted from the hallmarking legislation at Part II section 7 of the Act.

Always cast your vote - Spoil your ballot slip. Put 'Spoilt Ballot - I do not consent.' These votes are counted. If you do not do this you are consenting to the tyranny. None of them are fit for purpose.
