NEW forum Announcements section

There are two issues which this update addresses.

1. Too many announcement banners at the top. These coloured banners take up a lot of space, especially whilst browsing on a mobile device. Very often there are a lot of important updates and improvements on the forum that need to be announced, creating a lot of banners at the same time meant that a lot of screen space was taken up. Especially whilst browsing on a mobile device, sometimes the whole screen was taken up with these banners and a user would have to scroll. There was a trade off between announcing all of the relevant updates and trying to reduce the amount of space they took up.

2. The Forum News & Updates section was at the bottom of the forum. Some members may not check this section very often and if an update did not have a banner announcement, a member may miss it. Sometimes even with the banners, the information may be lost as some members may gloss over the banners without realising that new important info had been added there.

We have now changed the 'News & Updates, Rules & Guidelines' section of the forum to 'Additional Important info, Rules & Guidelines' section. Which still will remain in it's current place within the 'The Silver Forum - Updates & More' section, please also check this section for useful and important information. All new announcements will likely be made in the new announcement section. 

NEW Announcement section, with a prominent position at the top. 

We now have this new announcement section. We can add a lot of announcements in a forum style listing meaning that even if there are a lot of separate announcements that need to be made at the same time, there will be no effect on the space that it takes up  

The section is also at the top meaning it is very easy for members and guests visiting the forum to quickly see and check any new announcements on the forum including any current improvements, updates, or information. Members may also follow this Announcement section of the forum for notifications. Note that annocuemenls in this section are posted in an announcement style, meaning that they are closed for replies, but members may still use the reaction feature and any feedback or suggestions can be given by private messaging @ChrisSilver
