What causes this excess gold on the rim?

After stumbling on the same error on other coins, this seems to be a consistent error/feature for this coin. It doesn't seem to affect grading as all these coins are graded PF/PR70 by NGC/PCGS

Assuming a similar minting process as discussed in another thread, could this be a case of fractured ring dye @shortstack68? This is the 2017 £5 proof sovereign.

This coin has a unique edge as it is not higher than the coin but chamfered like a cogwheel. It seems as if the ring dye has a breakout over  a section of 10 of these cogs with 5 protrusions, 3 normal ones and another 2 protrusions. 

The first images are taken from a NGC graded coin, the last two images are from the PCGS database. The position on the NGC coins is 11 o'clock, both PCGS coins have the protrusions at 1 o'clock but the pattern is identical on all three coins.

Did you find out any further information on this?

If large enough, are these issues considered mint errors or just anomalies?
