Sounds like you want a "Restrike" and yes these are legal if done by the appropriate license holder, e.g. Austrian Mint produces Thaler restrikes or LPM Hong Kong produces Dragon Dollar restrikes

Nice and ambitious project!🤗

I am very sure it is absolutely legal to make a silver kilo round with the same design as an old circulated coin, because the specifications will be totally different, is not intended to be sold as a genuine one, can be classified as an "art round", will have probably on the rim hallmarks and the maker's logo, etc.

The challenge is to find someone able to make it following your specifications.

Probably it is impossible to be made using artisanal methods and you need to think at this project as a two steps work:

1. Finding someone able to make you a bigger cylinder of pure silver, minimum 110mm diameter, 16mm thickness (for example, 1 kilo Kookaburra coin is 100.6mm diameter, 14.6mm thickness).

2. Finding someone able to make your coin following the design and specifications using a CNC industrial machine. 

Of course, will be expensive, but if it is important for you to have it, it's worth it.
