Help identifying a gold round (The Imperial State Crown)

I need some help on finding out some information on this round. It's 1/10th oz and has been XRF'd at .9999. I think it may be part of a gold medallion set and any insight would be gratefully appreciated. I suspect the HH under the crown is for Horst Hahne, an engraver who worked at the Royal Australian Mint from 1965-1998. I have tried searching in Google using a variety of keywords but nothing pops up. My local forum here in Australia (Silver Stackers) was unable to help so I'd thought I'd try my luck here.

Well looking around, as i'm sure you have, i haven't found anything. 
On a value basis i think it would be spot price of gold. It is not a recognised mint - it is the sort of thing you might have found in a Sunday colour supplement back in the day and someone paid way over the odds when new. The font on the obverse side looks a bit clumsy in style and size which is another reason why i think this medallion does not come from a major mint.
It looks most like a third portrait of the Queen which appeared on English coins 1985 - 1997.
