Hallmark ID Help

Hello! 
I was given a box of old cutlery from an estate sale. I’ve been successful in identifying most of it, but before I put it out on the shelves I was hoping to get some input on a very difficult to read stamp.

The spoon has 3 markings:

 

1. The number 22 inside the bowl

2. Unknown stamp inside the bowl

3. Engraved HM on the end of the handle

i do not recognise the mark - i wonder if these pieces are actually silver.

Just one piece. I’m being told it’s French, as France requires stamp to be placed in the bowl. 🤷🏻‍♂️

i see the bowl - i am looking at the look of the metal's surface - it gives me a vibe of plated sliver but i am not looking at the piece in the flesh.
