Ashtray with double marks - 1963 and 1824 ??

Found this ashtray which has double silver marks.. the one at the bottom of the ashtray is a Finnish set of marks, nothing special here.. the year seems K7 to me so 1963.

However, on the backside on the edge piece which seems very old there are the following marks: 835 (w) and 1824

Any ideas on what is the story with this ashtray? What country would the 835 be? And could the outer piece really be this old?

The third photo appears to show 835 - this would be the mark for 83.5% pure silver which is a well recognised silver purity.

If the second photo is a date i think it more likely it shows 1924.

This isn't a purity commonly used in the UK and the marks are not British marks so i am not familiar with these.

Thanks, I believe it is 1824, here is another photo, but it is hard to be sure..

I think 835 was used in Holland, Germany and neighbour countries, but I don't know when.. so maybe someone has an item with similar marks and can comment on the year.. 

I wonder which countries used years like this with 4-numbers, rather than year codes?
