Identification of a mystery 925s marked item

Hi

I have this unidentified item that was in a collection I won in an auction. Did not realise it was 925 until polished. 

No English hallmarks but a partial makers name that I have been unable to identify. 

I am also not sure of the items use so any help would be gratefully appreciated.
