Trying to identify makers mark.

Hello all, I hope someone can help please. I am trying to identify this makers mark on what appears to be a silver plated cruet set. I assume Victorian. At the top of the mark is a capital letter 'I' and at the bottom 'E'. Immediately below the letter 'I' within the diamond shape, is number '29'. below that is '2' 'Rd.' 'H'.

Sorry that's a bit long winded, buy could not get a better picture.
