Been offered this red dragon of wales proof for 550 

A) is it a good deal? 

B) it's from bloody ebay I have got these pics and the original h and b receipt with his name blocked out 

Looks legit but hate buying from there 

Thoughts?

Simply based on the fact it has been removed from it's capsule to be photographed means I would not buy it. Unless the seller is a professional coin dealer with a lot of experience handling proof coins it will be compromised some how.

Such dealer would never remove proof coin from capsule.. Capsule can be carefully opened, but coin itself should never be touched by hands. Also even on those pics it is clearly seen scuffs on queen's face and possibly hairline scratches under her chin.

Removing a proof from a capsule that was never opened from new is generally a bad idea. The condition can only likely get worse unless you are very lucky and it remains the same. I have a proofs in unopened capsules who’s condition is noticeably different from those that have been opened and especially handled such as the proofs I bought at near spot a while back which had condition issues.

The 1/4 Proof Dragon was very difficult to purchase from the RM as a perfect specimen , there was lots of issues with the striking.

The one in the picture looks like it has a frosting problem on the wing , plus there is dust on the coin 👍

Yeah, despite your random sarcastic tone for no known reason, this is a big deal actually. 

Dust particles are everywhere and will most certainly get on the coin as it sat out on the table to be photographed.

By that logic it would have picked up dust at the royal mint then before it was placed into the capsule.

Not at all! 

The manufacturing facilities that make these coins have the facilities to protect the coins. They have sealed rooms, they have the equipment to clean the coins when they are made if there are any particles that end up on the coin. 

There is a very distinct difference between the mint making the coin in a controlled environment and you opening it at home. 

Can you really not understand this basic principle or is this just you goading people to conflict?

That's a bad argument. You can buy any coin for yourself it's your decision. But here you are trying to make a bad advise and if topicstarter gonna listen to you he would loose his money. And problem not in dust, when it comes to gold coin its not a big deal. Moreover I saw dust on many silver proof coins, usually that is dust from velvet case. And all those coins were fine. But in case with that dragon coin we can see mechanical defects which would affect price dramatically. Right now that is not collector coin anymore and price for it is the same as for any 1/4 gold bullion coin. Would you pay such price for bullion coin? Here all visible defects. And I can bet coin has even more of them.

It does depend on whether you are looking for pure bullion value or the more collectable value in part based on condition. It is just a case of deciding why you are buying before hand and not making the many impulse buys we all do from time to time !
