I'm thinking about purchasing some of them because they're government backed. My question is when I liquidate them, will I get that extra bump over spot like with a eagle or leaf (YES, I know coins sell differently from bars)? I'm speaking comparatively to an private bar i.e OPM.

I doubt it. Unless it's rare or fantastic looking, silver in a bar will normally just be worth its weight.

Not all the time, but usually from what I have seen.

Scottsdale also seem to command a premium for fairly bog standard bars but not as high as PAMP with its fancy designs. Thus expect any residual value beyond silver content to be solely down to inclusion of something arty on the bar.
