Looks like Cuauhtemoc was an Aztec ruler (the years roughly depicting his life) and this is a commemorative. Looks like most commemorative celebrating him are Mexican in origin. 2 troy ounces of silver it looks like.

 

Just reading his Wiki page, seems an interesting chap. However there appears to be controversy about what happened after he was taken captive by Cortes, with some quarters saying he was tortured for the location of the city of Aztec gold and ultimately executed for fears of him leading an insurrection and conspiring to murder Cortes.
