I assume you are referring to the Silver American Eagle.  1986 was the first year they minted the bullion coin.  The bullion coin was minted in Philadelphia, the proof coin was minted in San Fransisco.   The first time the coin was minted at West Point was in 1995.

While the U.S. had a dollar gold coin and a dollar silver coin that were both worth one U.S. dollar, the weight, and size, of the two coins were vastly different.  At no time was gold and silver valued the same in the U.S.

I was listening to a podcast about Tutankhamen the other day and one thing really surprised me is that Ancient Egyptians valued "white metal" (silver) more than gold.
Apparently gold was considered to be the skin of the ancient Egyptian gods, but their bones were thought to be of silver.
Temple inscriptions suggest that for much of Egypt’s history, silver was valued more highly than gold. However, unlike gold, which is known to have been brought from the Eastern Desert and Nubia, the sources of silver were scarce locally and was imported from far away lands such as Asia Minor.
Silver was much closer in value to gold in Ancient Egypt compared to other ancient cultures (1:2 instead of the more typical 1:13), and there were periods when it was considered even more valuable.

The prices are insane in the U.S. for the Libertads.  A couple of sites are selling the 1oz bullion for $50.00+.  I found one site that had them for $40.00 which I ordered from to keep the series going.  I would like to order the other sizes but I would rather get two ounces instead of one for the same price.

0.925 (silver content of coin) multiplied by the spot price (quoted in troy ounces) multiplied by the weight of coin in troy ounces equals the silver value of the coin.

I stand them on edge on a concrete surface and lightly tap along the seem with a hammer.  Do this to a couple of sides.  It then pops right out.  Might want to wear gloves and glasses.  As far as the coin goes, it is way over graded, but you probably knew that.
